Mangazeya: The Report of the Last Voivode
Abstract
This article considers the administration policy of the voivode (local) government in 17th-century Mangazeya, an unusual polar town of Siberia. The authors refer to the administration of R. M. Pavlov, Mangazeya voivode between 1662 and 1670. During his voivodeship, the centre of a huge uyezd moved from Mangazeya (on the Taz River) to Turukhansk (near the confluence of the Turukhan and the Yenisei). The authors provide a detailed review of the whole range of responsibilities of the Mangazeya voivode. It is established that the deliberate abandonment of the town by its administration and the residents was not caused by some extraordinary events (e. g., an uprising of the indigenous peoples against the Russian government), but by the inconvenient geographical position of Mangazeya itself, which simply could not be an effective centre of control over the yasak (fur tribute) collection from the territories to the east of the Yenisei. The entire course of Russian colonisation required a transfer of Mangazeya from the Taz to the Yenisei.
